Media ownership directly affects media pluralism in any market. Those who finance control! Montenegro's laws allow a very liberal entry of capital into the media sector, with few restrictions on illegal media concentration. At the same time, the law requires significant disclosure about media owners so that the public can make its own conclusions about possible influence on editorial policy.

This platform, developed by the Agency for Audiovisual Media Services, increases access to data and raises awareness about the importance of transparency. Our goal is for this site to be a useful tool for journalists, researchers, policymakers, and citizens interested in understanding the media sector. By providing easy access to ownership data, we aim to help preserve media pluralism and diversity.

  • How were the data collected?

    Founders of media outlets, on-demand AVM services, and distributors in Montenegro are obliged under the Law on Media (Article 14) and Law on Audiovisual Media Services (Articles 132 and 133) to publish data on ownership structure and related persons. The Agency for Audiovisual Media Services provides this platform to make those data easily accessible in one place. While the Agency monitors compliance, it cannot guarantee full accuracy.   • Why are these data important?

    Besides enabling the public to assess ownership influence on editorial content, these data also serve as a reference for public institutions and regulatory bodies. According to the Law on Media, public sector entities cannot fund or advertise in media outlets that have not published ownership data, and such media cannot apply for funds from the Media Pluralism and Diversity Fund.
